Lucius L. Free, 86, retired Air Force Colonel and former Deputy IG for OIG-USDA, died of congestive heart failure December 10, 2003, in the health care unit at Goodwin House West, Falls Church, VA. He retired from the Air Force in 1970 and from OIG in 1986.
